Lawmakers in Virginia are debating whether or not stealing a cat in their state should be a felony. If legislation passes, the punishment for stealing a cat would be more equal to that of stealing a dog. A convicted dog napper can spend up to 10 years in prison - currently, cat theft is a misdemeanor. But what about feral or stray cats? How would the new law affect people who feed them?
